This means that instead of purchasing a physical piece of metal or a cartridge you can download any compatible image to use. It depends entirely on the license — even though the images are free many come with their own sets of restrictions. Some require that you give attribution to the author a link will usually work , others have no restrictions at all and are completely free to use for commercial works.
