I upgraded from Windows 8. Please see the application event log or use the command-line sxstrace. I tried the three steps suggested in this article, but none resolved the issue. The error is still occurring.
I ended up finding a fix on this thread. I have the same problem. I upgraded from Windows 7 Home to Windows 10 yesterday. I do know that the updates were working right after the upgrade because when turned it of last night it installed updates and then when I booted it up this morning it configured updates on bootup. I have noticed what I believe to be a related issue.
My downloads from the Windows store do the same thing. They say they are downloading but they don't. Threats include any threat of suicide, violence, or harm to another.

The second is that I am unable to download Windows10 updates. After reading several threads, I realize that until Windows fixes this for me, I will not be downloading any updates.
I tried "method1", which was user friendly and useless. I took an Assembler course back in the 80's, that's the last time I manipulated a registry, and I have no intention of doing it or anything close to it now.
